Aggregates are subject to something known as the bulking factor, which is a measure of how much the volume of the sand increases due to air gaps between the particles. In other words, it's a way to correct for the fact that the sand doesn't take up as much space as you might think. For example, if you fill up a bucket that can hold 10 litres of sand, when you pour the sand out, there may only be 8 litres of sand because of the spaces between the particles. This means that the bulking factor for your sand is 1.25 because 10 / 8 = 1.25.
